To promote entrepreneurship among the youth of Assam, the Government of Assam led by Chief Minister Dr. Atmanirbhar Himanta Biswa Sarma announced a new programme in a Cabinet meeting on 12 September 2023. The name of the programme is Chief Minister Atmanirbhar Asom Abhijan (CMAAA). Atmanirbhar Asom is essentially an initiative to support aspiring youth to embark on the entrepreneurial journey through strong financial and policy support.
Chief Minister Atmanirbhar Asom Abhijan is a visionary initiative to address the unemployment issue and promote inclusive progress in the state. By empowering the youth and seeking collaboration with various stakeholders, the government is taking a significant step towards a more independent and prosperous Assam. This holistic approach will not only benefit individuals but also contribute to the overall socio-economic development of the state, creating a better future for all its residents.
The programme is expected to reach 200,000 target people over the next two years - 100,000 in 2023-24 and 100,000 in 2024-25. Online registration for the second phase of the Atmanirbhar Assam programme will open on October 18, 2024.

Eligibility Criteria for Atmanirbhar Asom Programme
Beneficiaries of Atmanirbhar Asom Programme must fulfill the following criteria:
CMAAA 1.0: The applicant should not be a beneficiary of CMAAA 1.0.
Residence: The applicant should be a permanent resident of the state of Assam.
Age Limit: The age of the applicant should be between 28-45 years as on 01.04.2024.
Educational Qualification:
Non-Vocational Course Category:
General Category: The applicant should have completed at least 10th class.
OBC, SC, ST Category: The applicant should have studied upto 10th standard.
Vocational Course Category:
Applicants should have at least a four-year degree in any of the following fields: Engineering, Medicine, Agriculture, Veterinary Medicine or Fisheries.
Professional Skills: Applicants should have the skills, experience, knowledge etc. to carry out income generating activities.
Bank Account: Applicants should have opened an account with a commercial bank on or before 1 April 2024.
Loan Defaulter: Applicants should not have defaulted on any loan from a commercial bank in the past.
Family: Only one member of a family is eligible to receive benefits under this program. In this system, family members mean husband, wife, brothers and sisters.
Registration with Employment Department: The applicant should be registered with the Employment Department, Assam.

How to apply for Atmanirbhar Assam Programme?
Interested and eligible youth can apply online to avail the benefits of this programme once the official portal becomes operational. As per available information, applications will be accepted on the online portal from 18th October 2024. Applicants can apply online for Mukhyamantrir Atmanirbhar Asom Abhijan by following the steps given below.
Essentially, the application process for this Mukhyamantrir Atmanirbhar Asom Abhijan consists of two stages:

Fill in your basic details and register.
The next step is to click on the "Online Registration Form" link again to login.
Fill in all your personal and educational details and upload the required documents.
Once you have completed all the above steps, pay the application fee as per your category and submit the form.
Finally, an acknowledgement of receipt of the submitted registration form will be generated.
