In an effort to promote entrepreneurship among the youth of Assam, the Government of Assam under the leadership of Chief Minister Dr. During the cabinet meeting on September 12th, 2023, Himanta Biswa Sarma introduced a novel scheme. The program is called the Chief Minister's Atmanirbhar Asom Abhijan (CMAAA). Atmanirbhar Asom aims to empower young entrepreneurs by providing strong financial and policy backing. The "Chief Minister's Atmanirbhar Asom Abhijan" is a forward-thinking initiative designed to tackle unemployment and promote inclusive development in the state. By providing self-employment opportunities to the youth and collaborating with multiple stakeholders, the government is making strides towards creating a self-sufficient and prosperous Assam. This comprehensive strategy offers advantages to individuals and supports the broader socio-economic advancement of the state, paving the way for a more promising future for all residents.
Under this program, a total of 200,000 eligible recipients will be reached in the next two years - 100,000 in the fiscal year 2023-24 and another 100,000 in the fiscal year 2024-25. The online registration for the second phase of the Atmanirbhar Assam Scheme commences on October 18, 2024.

Objectives of Chief Minister's Atmanirbhar Asom Abhijan
This initiative aims to pave the way for a prosperous future with its foundational steps. The primary goal is to empower unemployed young individuals to achieve self-sufficiency by offering essential resources, guidance, and assistance. The services provided include training programs, financial aid, and market access. The government has established different elements and tactics to accomplish the goals of Mukhyamantrir Atmanirbhar Asom Abhijan. Key Objectives of Atmanirbhar Asom Scheme:
Enhance self-employment opportunities for educated youth.
Establish an entrepreneur-centric environment in Assam.
Create jobs in both rural and urban areas through new and existing ventures.
Provide financial aid for economic initiatives and enterprise expansion.
Strengthen the rural economy focus of the State Government.
Eligibility Criteria for Atmanirbhar Asom Scheme:
CMAAA 1.0: Applicants must not have received benefits from CMAAA 1.0.
Residency: Must be permanent residents of Assam.
Age: Between 28 to 45 years as of April 1, 2024.
Education:
Non-Professional Courses:
General Category: Minimum of Class 10.
OBC, SC, ST Categories: Up to Class 10.
Professional Courses:
Must hold a 4-year degree in Engineering, Medicine, Agriculture, Veterinary, or Fishery.
Skills: Required skills, experience, and knowledge for income-generating activities.
Bank Account: Must have a scheduled commercial bank account opened before April 1, 2024.
Loan History: No history of defaulting on loans from scheduled commercial banks.
Family Limit: Only one member per family eligible for benefits under the scheme. For the scheme, family is defined as the Husband, Wife, Brother, and Sister.
Employment Exchange Registration: The applicant must be registered with the Employment Exchange of Assam. Registration Fee for CMAAA 2.0

How to Apply for Atmanirbhar Assam Scheme?
Interested and eligible individuals may apply online to access the benefits of this scheme once the official portal is live. Based on the received information, the online portal will begin accepting applications from October 18, 2024, onwards. Applicants can utilize the following guidelines to submit their online application for the Chief Minister's Self-Reliant Assam Campaign. The application submission process for the Mukhyamantrir Atmanirbhar Asom Abhijan consists of two stages:

Lastly, an acknowledgment receipt will be generated for the submitted registration form. Please upload the required documents in the CMAAA Portal to complete the online registration process for the Chief Minister's Atmanirbhar Asom Abhijan.
